《高校科研数据开放与治理研究》一书尝试回答科研人员对科研数据存在“不愿开放、不敢开放、不知开放什么与不会开放”的实际问题，主体内容包括三个模块：高校科研数据开放的影响因素与形成机理、高校科研数据开放平台的评价体系与功能定位、高校科研数据开放治理的模型构建与应用探索。此书的内容具有创新性、探索性和启发性的特征。虽然具体研究对象是高校科研数据，但是其研究内容、研究方法及研究结论对普遍意义上的科学数据、政府数据等均具有一定的借鉴和指导意义。

[Purpose/significance] The book Research on the Opening and Governance of University Scientific Research Data attempts to answer the practical questions of scientific researchers about scientific research data, which are “unwilling to open, dare not open, don't know what to open and won't open”. [Method/process] The main content includes three modules:the influencing factors and formation mechanism of university scientific research data opening,the evaluation system and functional positioning of university scientific research data open platform, and the model construction and application exploration of university scientific research data open governance. [Result/conclusion] The content of this book is innovative, exploratory and enlightening. Although the specific research object is university scientific research data,its research content, research methods and research conclusions have certain reference and guidance significance for scientific data and government data in general sense.
